Santrauka. Šiame straipsnyje pateikiama palyginamoji priemiesčių plėtros tendencijų Vilniaus ir Rygos miestų regionuose analizė. Tyrimas daugiausia grindžiamas naujausių gyventojų surašymų statistinių duomenų analize ir siekiama nustatyti minėtų miestų priemiesčių teritorijų pokyčių mastą bei pobūdį per XXI a. 2 dešimtmetį. Straipsnyje lyginami urbanistinės plėtros (angl. urban sprawl) mastas, erdvinė plėtra bei socialiniai ir demografiniai pokyčiai, vykstantys buvusiose kaimo vietovėse. Baltijos šalių sostinės vystosi panašiomis socioekonominėmis ir politinėmis sąlygomis, tačiau užima skirtingas pozicijas savo šalių urbanistinių gyvenviečių ir regioninių sistemų atžvilgiu. Apskritai panašias urbanistinės plėtros tendencijas formuoja vietinis kontekstas, todėl priemiesčių plėtros intensyvumas ir kryptys skiriasi, kaip ir jų poveikis aplinkinių regionų socialinei ir demografinei struktūrai.

Territorial Patterns of Suburbanization Processes in Lithuania and Latvia at the Beginning of the 21th Century
Summary. This paper presents a comparative analysis of suburbanization trends in the Vilnius and Riga urban regions. The research is mainly based on the analysis of statistical data from the most recent population census and aims to determine the scale and nature of changes in the suburban areas of both cities during the second decade of the 21st century. The article compares the pace and spatial extension of urban sprawl areas and the socio-demographic changes these areas are bringing into former rural areas. The capitals of the Baltic states develop under similar socio-economic and political circumstances but occupy different positions in relation to the urban settlement and regional systems of their countries. In general, similar trends of urban sprawl are shaped by local contexts, and therefore the intensity and trends of suburbanization differ, as does their impact on the socio-demographic landscape in surrounding regions.

Lietuvos savivaldos iššūkiai struktūrinių transformacijų kontekste: Klaipėdos regiono perspektyva
Santrauka. Straipsnyje analizuojama savivaldos veikėjų įtaka, politinės darbotvarkės formavimo, bendradarbiavimo ir demokratinio įsitraukimo pokyčiai. Nagrinėjama, kaip vykstant spartiems demografiniams, savivaldos instituciniams bei galios pasiskirstymo pokyčiams, Lietuvos savivaldoje susiduriama su naujais iššūkiais. Taip pat svarstoma, kokios pasekmės gresia depopuliacijos vietovėms ir kaip tai keičia savivaldybių tarybos narių galimybes atliepti savivaldos gyventojų poreikius bei spręsti gyventojams aktualias problemas. Apžvelgiami moksliniai tyrimai, kuriais analizuotos Lietuvos savivaldybių tarybų narių nuostatos apie savivaldos valdžios institucijų ir nevyriausybinio sektoriaus savivaldoje veikėjų įtaką, politinės darbotvarkės formavimą bei valdžios bendradarbiavimo su nevyriausybiniu sektoriumi tendencijas. Straipsnio pagrindinis tikslas – tirti, kokios priežastys lemia tokią situaciją, ir nustatyti, ko reikėtų, kad politikų aktyvumas ir bendradarbiavimas savivaldoje būtų aktyvesnis. Straipsnyje remiamasi duomenimis, gautais iš dviejų tyrimų: Lietuvos savivaldybių tarybų narių anketine apklausa (N=694), projekto „Kaip keičiasi vietos politiko vaidmuo savivaldoje: lyderystė, institucijos ir bendruomenės“ (Nr. S-MIP-23-17) („European Councilor“ 6 apklausos vykusios 29-iose Europos šalyse, dalis); ir interviu su 27-iais šioje kadencijoje išrinktais savivaldybių tarybų nariais ir vietos savivaldybių atstovais iš trijų skirtingo tipo savivaldybių (Klaipėdos miesto, Klaipėdos rajono, Kretingos rajono savivaldybės). Šiais tyrimais atskleista, kad savivaldos politikai nėra aktyvūs formuoti politinę savivaldos darbotvarkę, politikų bendradarbiavimas su savivaldos bendruomene nėra pakankamas. Tokia situacija neleidžia spręsti savivaldos problemų efektyviai, užtikrinti aukštą viešųjų paslaugų kokybę arba tinkamai atliepti kitus gyventojų poreikius.

Challenges of Lithuanian Local Government in the Context of Structural Transformations: A Perspective from the Klaipėda Region
Summary. The article analyzes the influence of local actors in Lithuania, changes in the formation of the political agenda, cooperation and democratic engagement, especially in light of the ongoing structural demographic and institutional transformations of the regions. It examines how the Lithuanian local government is facing diverse challenges. It also considers the consequences of depopulation (shrinking) areas and how this changes the possibilities of municipal council members to respond to the needs of the municipality’s residents and solve problems relevant to residents. The article reviews scientific studies on the attitudes of Lithuanian municipal councilors about the influence of local government authorities and non-governmental sector actors, the formation of the political agenda and the trends in councilor cooperation with the non-governmental sector. The article is based on data obtained from two studies: a questionnaire survey of Lithuanian municipal council members (N=694) from the project „How is the role of local politicians in local government changing: leadership, institutions and communities” (No. S-MIP-23-17) (a part of the European Councilor survey in 29 European countries); and interviews with 27 municipal council members elected in this term and local municipality representatives from three different types of Lithuanian municipalities, but belonging to one region (i.e. Klaipėda City Municipality, Klaipėda District Municipality, Kretinga District Municipality). These studies revealed that local government politicians are not active in shaping the political agenda of local government, and the cooperation of politicians with the local government community is not sufficient. Such a situation does not allow ensuring high quality of public services or adequately responding to other needs of residents. The main goal of this article is to investigate, what are the reasons for this situation and what should be done to make politicians more active and cooperate in local government.

Ilgalaikės priežiūros sektoriaus plėtra darbo jėgos feminizacijos perspektyvoje
Santrauka. Moterų dominavimo ilgalaikės priežiūros sektoriuje klausimas tiek Lietuvoje, tiek užsienio šalyse sulaukia daug tyrėjų dėmesio. Senėjant visuomenėms ir daugelyje šalių ilgalaikės priežiūros sektoriui susiduriant su darbo jėgos trūkumu, vyriškos darbo jėgos pritraukimas pradedamas vertinti kaip viena iš potencialių galimybių spręsti šią problemą. Be to, darbuotojai vyrai yra svarbūs tiek kalbant apie lyčių pusiausvyrą kaip darbuotojų gerovės prielaidą organizacijose, tiek kaip paslaugų teikėjų lūkesčių atliepimas, kai pageidaujama tos pačios lyties darbuotojo diskretiškai pagalbai suteikti. Kita vertus, ilgalaikės priežiūros sektoriaus darbo jėgos feminizacijos tema analizuojama ir kaip moterų „įkalinimo“ šiame sektoriuje problema tiek dėl institucinių, struktūrinių sąlygų, tiek dėl kultūrinių normų, lyčių stereotipų dominavimo. Straipsnyje, pasitelkiant institucinio požiūrio prieigą ir P. Bourdieu lauko teorijos pagrindines sąvokas, tipologizuojami ilgalaikės priežiūros sektoriaus darbo jėgos feminizaciją lemiantys veiksniai. Ši veiksnių analizė atskleidžia, kad darbo jėgos feminizacija ilgalaikės priežiūros sektoriuje yra daugialypis reiškinys. Greiti pokyčiai nėra įmanomi, ypač reikalingos kompleksinės priemonės, bandant keisti šią situaciją.
The Development of the Long-term Care Sector from the Perspective of the Workforce Feminization
Summary. The issue of women’s predominance in the long-term care sector has garnered significant attention from researchers both in Lithuania and internationally. As populations age and many countries face labor shortages in the long-term care sector, attracting male workers is increasingly being considered as a potential solution to address these challenges. Moreover, male employees are important not only in terms of promoting gender balance, which is linked to employee well-being within organizations, but also in meeting service users’ preferences for same-gender caregivers when discreet assistance is required. On the other hand, the feminization of the workforce in the long-term care sector is also examined as a potential issue of women being „trapped” in this sector due to institutional, structural conditions, as well as prevailing cultural norms and gender stereotypes. This article employs an institutional approach and draws on key concepts from Pierre Bourdieu’s field theory to categorize the factors contributing to the feminization of the long-term care workforce. The analysis of these factors reveals that the feminization of the labor force in this sector is a multifaceted phenomenon. Rapid changes are unlikely, and highly complex measures are needed to address this issue effectively.
Santrauka. Vyrų bevaikystės tema itin retai patenka į sociologinių gimstamumo ir šeimos tyrimų lauką, tradiciškai sutelktą apie moteris. Ši tendencija stebima tiek Lietuvos, tiek užsienio šalių mokslininkų darbuose. Lietuvoje atlikti keli kokybiniai tyrimai vyrų prokreacinės elgsenos ir tėvystės tapatumo tema, skirti nagrinėti atskirus šio lauko aspektus. Ypač trūksta tyrimų apie vyrų bevaikystės priežastis ir motyvus. Anksčiau atliktų tyrimų rezultatai rodo, kad vyrų bevaikystės rodikliai didesni tarp mažesnes pajamas gaunančių gyventojų grupių, tačiau mažai žinoma, kaip finansinis neužtikrintumas veikia vyrų prokreacinę elgseną. Šio tyrimo tikslas – atskleisti subjektyvias vyrų bevaikystės patirtis ekonominių pokyčių ir finansinio neužtikrintumo kontekste. Čia naudojami pirmą kartą Lietuvoje atlikto kokybinio tyrimo apie vyrų bevaikystę duomenys. Atskleista, kad vaikų neturintys vyrai susidūrė su finansiniu neužtikrintumu, kuris veikė jų sprendimą susilaukti vaikų. Vyrai reflektavo finansinius iššūkius, kurie lėmė jų sprendimus dėl darbo ir asmeninio gyvenimo derinimo, būsto įsigijimo, pagalbinio apvaisinimo paslaugų. Tyrimo rezultatai svarbūs priimant gyventojų politikos sprendimus, nukreiptus į vyrų prokreacinę elgseną ir vienišų asmenų atskirties mažinimą.

Childlessness and financial uncertainty: men’s expectations and experiences
Summary. The topic of male childlessness rarely falls into the sociological field of fertility and family research, which traditionally focuses on women. This trend is observed in both Lithuanian and international studies. In Lithuania, several qualitative studies have explored men’s procreative behavior and paternal identity, but these have typically focused on narrow aspects of the field. Specifically, there is a lack of research into the reasons and motivations behind male childlessness. Previous studies indicate higher rates of childlessness among men from lower-income groups, yet little is known about how financial challenges affect men’s decisions regarding parenthood. This study aims to uncover men’s subjective experiences and reasons for childlessness within the context of economic challenges and financial insecurity. Drawing on data from the first qualitative study on male childlessness in Lithuania, the research reveals that financial insecurity significantly influences men’s decisions regarding parenthood. Participants reflected on financial challenges impacting decisions related to work–life balance, housing, and access to assisted reproduction services. The findings of this study have implications for population policy decisions aimed at promoting men’s procreative behavior and reducing exclusion of single individuals. The practical relevance of these results is particularly significant in the development of pronatalist policies targeted at men. Padėties darbo rinkoje diferenciacija Lietuvos regionuose ir ją lemiantys veiksniai
Santrauka. Straipsnyje vertinami nedarbo skirtumai Lietuvos apskrityse ir aptariami nedarbą lemiantys veiksniai, kadangi prabėgus po pandemijos krizės situacija darbo rinkoje tapo vėl labiau komplikuota. Bendras vidutinis metinis nedarbo lygis, darbo jėgos tyrimų duomenimis, šalyje 2022–2023 m. išaugo nuo 5,9 iki 6,8 proc. Tyrimu siekiama įvertinti padėties darbo rinkoje diferenciaciją Lietuvos regionuose. Atsižvelgiant į gana įtemptą socialinę ekonominę situaciją, šiame darbe analizuojamos situacijos darbo rinkoje tendencijos šalies apskrityse, prioritetą teikiant registruoto nedarbo rodiklių stebėsenai, kadangi Užimtumo tarnybos duomenys pagal regionus yra gerokai išsamesni nei užimtumo tyrimų būdu nustatomi rodikliai. Be to, detaliau analizuojami autorių išskirti padėties darbo rinkoje diferenciaciją Lietuvos regionuose lemiantys veiksniai. Jų įtakai apžvelgti pasirinkti itin aktualūs socialiniai ekonominiai rodikliai pagal šalies regionus: BVP vienam gyventojui lygis, darbo apmokėjimas bei skurdo rizikos lygis. Vertinant situaciją darbo rinkoje šalies regionuose, nedarbo tendencijos siejamos su užimtumo lygio pokyčiais.

The Differentiation of Labour Market Situation in Lithuanian Regions and the Factors Influencing It
Summary. The publication evaluates unemployment differences in Lithuanian districts and discusses the factors influencing unemployment, as the labor market situation became more complicated during the pandemic crisis. The average annual unemployment rate increased from 5.9% to 6.8% in 2022–2023. The study aims to assess the labor market situation in various Lithuanian regions. Under such tense socio-economic situation, this work analyzes labor market trends in the country’s counties, prioritizing the monitoring of registered unemployment indicators, as the data provided by the Employment Service by region is significantly more detailed than the employment survey indicators. The article also provides a detailed analysis of factors identified by the authors as influencing labor market differentiation in Lithuania’s regions. To evaluate their impact, key socio–economic indicators were selected by region, including GDP per capita, wage levels, and the risk of poverty. In evaluating the labor market situation in the regions, unemployment trends are associated with changes in employment levels.

Lietuvos ortodoksų (stačiatikių) bendruomenė karo Ukrainoje kontekste (2022–2024 m.): vidaus konflikto genezė ir pasekmės
Santrauka. Straipsnyje analizuojamas Rusijos karinės invazijos į Ukrainą kontekste kilęs Lietuvos krikščionių ortodoksų (stačiatikių) dvasininkijos vidaus konfliktas ir šio konflikto poveikis Ortodoksų bažnyčios Lietuvoje institucinei raidai bei sąveikai su Lietuvos valstybe ir visuomene 2022–2024 m. Teigiama, kad šis didelio rezonanso šalies viešajame diskurse sulaukęs konfliktas išryškino Lietuvos ortodoksų bendruomenės narių identiteto karo Ukrainoje kontekste skirtumus ir lėmė istoriškai reikšmingus šios religinės bendruomenės organizacinės struktūros pokyčius. Be to, atskleidžiama, kad šio konflikto genezei ir pasekmėms turėjo žymios įtakos dabartinėje geopolitinėje situacijoje aktualūs Lietuvos valstybei ir visuomenei politiniai ir socialiniai (nacionalinio saugumo stiprinimo, karo pabėgėlių iš Ukrainos ir politinių pabėgėlių iš Baltarusijos ir Rusijos imigracijos, žmogaus teisių apsaugos) aspektai. The Lithuanian Orthodox Community in the Context of the War in Ukraine (2022–2024): Genesis and Consequences of Internal Conflict
Summary. The article analyses the internal conflict of the Lithuanian Orthodox clergy in the context of Russia’s military invasion of Ukraine and the impact of this conflict on the institutional development of the Orthodox Church in Lithuania and its interaction with the Lithuanian state and society in the period 2022–2024. It is argued that this conflict highlighted the differences in values and identity of members of the Lithuanian Orthodox community and led to radical and historically significant changes in the organisational structure of this religious community. It also reveals that the development and consequences of the conflict were significantly influenced by political and social aspects (aspects of national security, immigration of war refugees from Ukraine and political refugees from Belarus and Russia, human rights protection) that are relevant for the Lithuanian state and society in the current geopolitical situation. The article is based on an analysis of the publications from the most popular Lithuanian daily newspaper (delfi.lt and lrt.lt). The texts selected for analysis cover the period from the beginning of Russia’s military invasion of Ukraine on 24 February 2022 to the legal recognition of the Exarchate of the Ecumenical Patriarchate of Constantinople in Lithuania on 7 February 2024. The article also draws on data published on the official websites and social media accounts of the Lithuanian Orthodox communities under the Moscow and Ecumenical Patriarchates.

Požiūris į migrantus iš Ukrainos, Baltarusijos, Rusijos ir migrantų integracijos priemones: Lietuvos visuomenės nuostatų 2023 metais apklausos duomenys
Santrauka. Nuo 2021 m. Lietuvoje sparčiai ėmė didėti migrantų iš Ukrainos, Baltarusijos ir Rusijos skaičius, tai buvo sąlygota geopolitinių pokyčių regione. Taigi straipsnyje pristatomos Lietuvos visuomenės nuostatos į tris didžiausias migrantų iš minėtų šalių grupes 2023-aisiais. Kartu bus apžvelgtas požiūris į migrantų integracijos priemones ir visuomenės nuostatas į susijusias su migrantais grupes, t. y. lietuvių kalbos nemokančius asmenis, kitos rasės (odos spalvos) asmenis, kitos etninės grupės asmenis, kitų (netradicinių) krikščioniškos kilmės krypčių tikėjimo atstovus, musulmonus ir įvairias kitas pabėgėlių grupes. Analizuojamos įvardytos susijusiame teoriniame lauke susiformavusių nuostatų priežastys (ekonominės, kultūrinės ir psichologinės), taip pat svarstoma, ar Lietuvoje, kaip ir kitose šalyse, svarbūs sociodemografiniai veiksniai (amžius, lytis, išsilavinimas ir gyvenamoji vieta) lemia visuomenės nuostatas į tam tikras socialines grupes.

Attitudes towards migrants from Ukraine, Belarus, Russia and the integration measures: data from Lithuanian public opinion poll 2023
Summary. As a result of geopolitical changes in the region, the number of migrants from Ukraine, Belarus, and Russia began to increase rapidly in Lithuania from 2021. Thus, the article presents the attitudes of Lithuanian society towards the three largest groups of migrants from the aforementioned countries in 2023. At the same time, the attitudes to migrant integration measures and migrant-related groups, i.e. persons who do not speak Lithuanian language, persons of other race (skin color), persons of other ethnic group, representatives of other (non-traditional) Christian faiths, Muslims and various groups of refugees are analysed in the article. The reasons of formation of the attitudes (economic, cultural and psychological) identified in the related theoretical field are analyzed, as well as whether and how important sociodemographic factors in other countries (such as age, gender, education and place of residence) determine public attitudes towards certain social groups in Lithuania. The data on the attitudes of Lithuanian society in 2023 revealed that the attitudes of the Lithuanian population towards the three groups of migrants from Ukraine, Belarus and Russia, as well as other refugees (illegal, labor migrants, political and war refugees, those who came to study or visit family members) are directly affected and are related to the unstable geopolitical situation in the region and respond to certain political realities. For example, crossing of the Belarusian-Lithuanian border in 2021 by the illegal migrants – third country nationals pushed by A. Luykashenka‘s regime; the repressions carried out by Belarusian regime (especially after the presidential elections in August 2020) and full-scale war launched by Russia in Ukraine in 2022 February. The data shows that the Lithuanain public is feeling the competition in the labor market, education, health and public service sectors and have a greater, comparing to previous public opinion polls, social distance towards persons who do not speak Lithuanian. It is concluded that, on the one hand, increasing migration is perceived as causing problems for certain areas of Lithuanian society and had an impact on Lithuanian society’s attitudes in 2023 (negative and positive towards different groups of migrants), their change (increased or decreased social distance towards certain groups of migrants), as well as attitudes towards certain measures of integration of migrants into the host society. On the other hand, it can be stated that comparing the data of 2023 and previous public opinion polls, there are the similarities in the attitudes towords some of mentioned social groups and migrant integration measures, with the exception of attitudes towards named groups of migrants from Ukraine, Belarus and Russia. Also, it was revealed that such socio-demographic indicators as education, age, gender and place of residence have an effect on public attitudes (toward some groups – minor, others – bigger). Another noticeable trend increasing over the years – is the generally increasing social distance towards all mentioned groups, and this can be explained not only by increasing migration and integrational issues, but also by the prevailing radicalization processes in societies, observed and described by scientists in Western countries.
