Santrauka. Mokslo studijoje nagrinėjama, kokius esminius struktūrinius, ekonominius ir socialinius pokyčius patyrė Lietuvos darbo rinka laikotarpiu nuo 2000 iki 2025 metų, atsižvelgiant ne tik į nacionalinio lygmens transformacijas, bet ir platesnes regionines bei globalias tendencijas. Šis laikotarpis apima kelis skirtingus ekonominės raidos etapus – nuo pereinamojo laikotarpio ekonomikos konsolidacijos iki integracijos į Europos Sąjungą, spartaus ekonomikos augimo, santykinai gilaus nuosmukio pasaulinės finansų krizės metu, vėlesnio atsigavimo ir naujausių iššūkių, susijusių su pandemija, energetikos išteklių krize ir didele infliacija, geopolitiniais pokyčiais (ypač karu Ukrainoje) ir žaliąja transformacija. Analizuojamu laikotarpiu Lietuvos darbo rinka transformavosi iš santykinai perteklinės į darbo jėgos trūkumo sąlygomis veikiančią rinką. Šis perėjimas neeliminuoja struktūrinių problemų – išlieka reikšmingi regioniniai skirtumai, kvalifikacijų neatitikimas, jaunimo integracijos į darbo rinką sunkumai, taip pat – dirbančiųjų skurdo fenomenas. Šie iššūkiai rodo, kad darbo rinkos raida nėra vienalytė, o jos rezultatai atskiroms visuomenės grupėms pasiskirsto netolygiai. Ypatingą reikšmę šiame kontekste įgyja specifinių darbo rinkos segmentų analizė, todėl studijoje skiriama daug dėmesio jaunimo ir užsieniečių padėties darbo rinkoje, dirbančiųjų skurdo, tvarios ekonomikos, socialinių paslaugų ir ilgalaikės priežiūros plėtros aspektams.

Santrauka. Atkūrus Lietuvos nepriklausomybę 1990 m. ir žlungant sovietmečiu kurtai urbanistinei
sistemai, šalies miestai, ypač industriniai, patyrė reikšmingas transformacijas. Vienu ryškiausiu
šių pokyčių pavyzdžiu tapo Šiauliai – miestas, kuris sovietmečiu augo kaip pramonės ir socialinės
infrastruktūros centras, tačiau per tris nepriklausomybės dešimtmečius prarado trečdalį gyventojų,
susidūrė su ekonomikos nuosmukiu bei socialinės ir inžinerinės infrastruktūros nykimu. Iš buvusio
augančio ir modernėjančio industrinio miesto Šiauliai virto mažėjančiu miestu, o tai sąlygojo
naujų, dažnai neigiamų, miesto reprezentacijų formavimąsi šalies visuomenėje. Straipsnyje
analizuojama, koks Šiaulių miesto įvaizdis yra susiformavęs būtent Vilniaus gyventojų sąmonėje.
Empirinė analizė paremta 2018 ir 2023 m. Vilniuje atliktų anketinių apklausų duomenimis. Tyrimo
rezultatai atskleidžia atskiruose sostinės mikrorajonuose vyraujančias nuomonių įvairoves
apie Šiaulius. Apklausų duomenų palyginimas leidžia identifikuoti sostinės gyventojų požiūrio į
Šiaulius dinamiką ir jos sąsajas su urbanistinėmis transformacijomis.

Transformation of the Image of the City: Vilnius Residents’ Opinion About the City of Šiauliai
Summary. After Lithuania regained its independence in 1990 and the urban system shaped during the Soviet era collapsed, the country’s cities – particularly those that had developed as industrial centers – underwent profound transformations. One of the most illustrative examples of these changes is Šiauliai. During the Soviet period, Šiauliai experienced rapid growth as a hub of industry and social infrastructure. However, in the three decades following independence, the city lost about one-third of its population and faced severe economic decline, accompanied by the deterioration of its social and engineering infrastructure. Once a symbol of modernization and industrial progress,
Šiauliai gradually became a shrinking city, a process that contributed to the formation of new, often negative, representations of it in Lithuanian society. Seeking to understand whether this negative image still persists, the article examines the perception of Šiauliai among residents of Vilnius. The empirical analysis is based on survey data collected in Vilnius in 2018 and 2023, allowing for a comparative perspective on the evolution of the city’s image over time. The results reveal a considerable diversity of opinions about Šiauliai among different districts of the capital, reflecting both social and spatial variations in perception. A comparative analysis of the two survey waves highlights the dynamics of Vilnius residents’ attitudes towards Šiauliai and their links to ongoing urban transformations. Overall, the findings indicate a gradual improvement in the city’s image. Šiauliai is increasingly viewed more positively, especially in areas related to culture, education,
employment opportunities, and safety. Although economic challenges and difficulties in attracting young residents remain, the general perception of the city has shifted towards a more favorable one.
Between 2018 and 2023, respondents became notably more positive when evaluating Šiauliai’s urban development and quality of life. A clear improvement in the perceived safety of the city is also evident – terms such as “crime,” once frequently associated with Šiauliai, appeared less often in the 2023 questionnaires. The study also explores symbolic associations with Šiauliai, providing insight into the city’s cultural image. In both 2018 and 2023, the Hill of Crosses and the title “City of the Sun” emerged as the most prominent symbols linked to Šiauliai. Other frequently mentioned associations included the bicycle factory, the “Golden Boy” sculpture, the “ Rūta” chocolate f actory, the Iron Fox s culpture, Lake Rėkyva, and the city’s central b oulevard. These references reflect both the persistence of traditional industrial and cultural landmarks in the collective imagination and the gradual emergence of more diverse and positive urban representations.

Santrauka. Autorių atlikta analizė apima situacijos darbo rinkoje stebėseną šalies ir jos regionų
(regionų grupių) lygmeniu. Analizuojant bendruosius situacijos darbo rinkoje pokyčius šalies
mastu, prioritetas šiame straipsnyje teikiamas bendrosioms užimtumo tendencijoms (lyginant su
ES vidurkiu) ir pažeidžiamų tikslinių grupių (pagyvenusių žmonių ir jaunimo) situacijos darbo
rinkoje raidos skirtumams šalyje vertinti. Publikacijoje didelis dėmesys skiriamas ryšio tarp ekonominės-socialinės raidos ir situacijos darbo rinkoje skirtumams nustatyti. Atliekant regioninę
situacijos darbo rinkoje analizę, buvo labiau atsižvelgta į ją lemiančius veiksnius. Tokiu būdu
šioje publikacijoje buvo atliktas situacijos darbo rinkoje teritorinės diferenciacijos vertinimas,
kuris apima ir regionų skirtumus lemiančių socialinių ir ekonominių veiksnių analizę. Regionų
lygmeniu esminiai prioritetai, viena vertus, teikiami itin svarbiems ekonominės raidos lygio
(ekonomikos potencialo) rodikliams, kurie tiesiogiai turi įtakos situacijai darbo rinkoje, kita vertus
– socialinės raidos rodikliams. Pastarųjų pokyčius galima būtų interpretuoti ir kaip netolygios
regionų ekonominės raidos ir situacijos darbo rinkoje pokyčių rezultatą. Regioninių skirtumų
vertinimą papildo koreliacinės analizės rezultatai. Esminis duomenų šaltinis – Valstybinės duomenų
agentūros (toliau – VDA) duomenys, tačiau nagrinėjant bendrąsias situacijos darbo rinkoje
tendencijas, analizėje buvo naudojami ir Eurostato duomenys.

The Relationship Between Labor Market Dynamics And Socioeconomic Development: A Regional Perspective
Summary. The study provides a comprehensive assessment of labour market developments at both national and regional levels. At the national level, it examines overall employment trends in comparison with the EU average. A key focus is the labour market outcomes of vulnerable groups, specifically younger and older individuals, and their relation to economic development across EU member states. At the regional level, the analysis explores territorial disparities in labour market conditions, considering both economic potential and social development indicators. Changes in social indicators often reflect uneven economic growth and regional labour market performance. Regional disparities are further examined through correlation analysis, using data from the State Data Agency and supplemented with Eurostat statistics to provide a broader EU perspective.

Santrauka. Kai gimstamumas Lietuvoje mažėja, itin vėlyvame amžiuje gimdymų skaičius pastarąjį
dešimtmetį lėtai, bet auga. Vienas po kito žiniatinklyje pasirodo pranešimų apie moterų itin
vėlyvos motinystės atvejus, tuo tarpu mokslininkai jau nuo praėjusio šimtmečio pabaigos kelia
ir bando atsakyti į su tuo susijusius klausimus. Straipsnyje nagrinėjamas socialinis reiškinys – itin vėlyva motinystė, kai vaikų susilaukiama vyresniame nei 45 metų amžiuje, dar vadinamas vyresnio amžiaus motinyste. Analizuojami statistiniai duomenys: kaip jie keičiasi moterims gimdant per 45 metų amžiaus nuo XX a. vidurio iki dabar, kaip Lietuvos situacija šiuo atžvilgiu atrodo ir kaip kinta Europos bei pasaulio kontekste. Tyrimo tikslas – išanalizuoti Lietuvos moterų vėlyvųjų gimdymų kaitos statistiką ir motinystės per 45 metų amžiaus situaciją bei jos kaitą Europos ir pasaulio kontekste.
Tyrimo metodologija – tyrimui naudotos mokslinės literatūros apžvalga, statistikos analizė ir
sintezė.

Changes in Childbirth Among Women Aged Over 45 in Lithuania Within the European and Global Context
Summary. As overall fertility rates in Lithuania continue to decline, births at very late maternal ages have been gradually increasing over the past decade. Reports of exceptionally late motherhood cases regularly appear online, while scholars have been raising and attempting to address issues related to delayed childbirth since the late twentieth century. The purpose of this study is to analyse statistical developments in late-age childbirth among Lithuanian women, with specific attention to motherhood at age 45 and above, and to examine how these patterns compare within the broader European and global contexts. The tasks of the study are as follows: 1) to review scientific literature
and theoretical approaches concerning demographic change associated with delayed childbearing; 2) to discuss and systematically summarise the advantages and disadvantages of extremely late motherhood based on existing research; to examine trends in Lithuanian fertility; 3) to analyse changes in childbirth among Lithuanian women across age groups and to identify patterns associated with very late births; 4) to analyse age-specific childbirth trends globally and in Europe, focusing on extremely late motherhood; 5) to situate Lithuania’s position comparatively within European and global trends. The study employs a literature review, statistical analysis, and synthesis. Data sources include United Nations statistical databases, the State Data Agency, and secondary sources. The article examines the social phenomenon of extremely late motherhood—defined as childbearing after the age of 45, also referred to as geriatric motherhood. The analysis focuses on statistical developments in Lithuania from the mid-twentieth century to the present and compares these changes with trends in Europe and globally. Research aim: to investigate changes in late-age childbirth among Lithuanian women and to analyse the situation of motherhood at 45+ within European and global contexts.
Methodology: literature review, statistical analysis, and synthesis.
Key findings:
• Despite the relevance of population ageing and delayed childbearing, academic discourse on extremely late motherhood remains limited. In Lithuania, such births continue to receive attention primarily in public discourse rather than in scholarly research. This may be due in part to the relatively small number of cases and in part to limited access to detailed birth statistics.
• From a medical standpoint, extremely late childbirth raises considerable concern within the medical community and is associated with a range of risks for both maternal and infant health. However, from a social perspective, carefully planned late-age motherhood offers certain optimistic prospects and may indicate a meaningful direction for addressing demographic challenges at the national level.
• Although data availability is improving, publicly accessible statistics on childbirth among women aged 45 and older remain insufficient. The United Nations provides relatively detailed aggregated age-group fertility data by country. Given the rapid fluctuations observed in the 45+ age category, year-by-year data would be more informative than broad age intervals.
• Analysis of the distribution of births across maternal age groups shows a marked acceleration in the proportion of births among women aged 45+ beginning in the mid-1990s. Conversely, the proportion of mothers aged 20–24 has sharply decreased. These trends underscore the need to reassess family policy, consider the establishment of an informational centre focused on extremely late childbirth, and strengthen guidance, monitoring, and healthcare provision for older women planning pregnancies.
• In Lithuania, delayed childbirth has become increasingly pronounced since the late twentieth century. The absolute number of births to women aged 45+ doubled between 2001 and 2024 (and quadrupled in urban areas). The pattern reveals a steady, stepwise increase by decade, with declines observed during economic crises and the COVID-19 pandemic. While the number of such births has clearly risen in urban areas since 2001, trends in rural areas remain inconsistent and fluctuating.
• When compared with Europe, Lithuania demonstrates a similar trajectory—an increasing share of extremely late births. However, at the end of the twentieth century, the proportion in Europe was already higher and rising more rapidly; only in recent years has the rate of increase in Lithuania become comparable. The global pattern differs: historically, extremely late births constituted a substantially larger share worldwide than in Europe or Lithuania, but in recent years the global share has been gradually declining and approaching European levels.

Summary. This paper examines the structure of Belarusian migration to Lithuania with a focus
on family migration, drawing on Eurostat data, Belarus Census-2019 benchmarks, and derived
estimates. All estimates presented in this paper should be understood as approximations derived
from indirect extrapolations, rather than exact measurements. While official statistics and public discourse often frame Belarusian migration as primarily labour‑driven, our analysis suggests a more complex picture. According to our estimates, as of the end of 2024, nearly 10,000 Belarusian citizens – minors, their parents, young adults, and elderly dependents – resided in family households in Lithuania. Broader estimates, though necessarily approximate, indicate that roughly one‑third of Belarusian immigrants are individual migrants, while two thirds are family‑linked. Within this family‑linked group, most are connected to Lithuania through their households, with a smaller but still significant share maintaining transnational family ties to Belarus. These findings rest on strict but transparent assumptions, including the treatment of minors as family‑attached, the allocation of elderly by residence‑permit categories, and the extrapolation of census patterns to immigrant populations. Despite these limitations, the decomposition challenges the narrow view of Belarusian migration as labour‑centric and underscores the im-portance of recognizing resident family households as a central component of the immigrant community. Policy implications include the need to adapt integration measures to the realities of family‑based settlement in Lithuania, particularly in the areas of children’s education, language acquisition, and long‑term social inclusion. In addition, the analysis highlights significant data gaps on marital status and household composition, which, if addressed, would enable more accurate assessments of family migration and better‑targeted integration strategies. Reframing Belarusian migration as family‑oriented not only provides a more accurate understanding of migrant experiences but also supports the development of inclusive policies that strengthen integration, social cohesion, and demographic sustainability in Lithuania.

Baltarusijos piliečių migracija į Lietuvą: šeiminės dimensijos vertinimas
Santrauka. Šiame straipsnyje analizuojama Baltarusijos piliečių migracijos į Lietuvą struktūra, ypatingą dėmesį skiriant šeiminei migracijai – dimensijai, kuri oficialioje statistikoje dažnai lieka nuošalyje. Administraciniai duomenys pirmiausia fiksuoja teisinį leidimo gyventi pagrindą – dažniausiai darbo migraciją – ir taip susiaurina požiūrį bei rodo, kad baltarusių atvykimas į Lietuvą yra individualių darbo migrantų srautas. Tai neatskleidžia realių gyvenimo situacijų ir neparodo, kiek migracijos sprendimus lemia šeimos gyvenimas, apsaugos poreikiai arba ilgalaikio įsikūrimo motyvai.
Kadangi nėra tiesioginių duomenų apie imigrantų šeiminę padėtį, namų ūkių sudėtį, šiame darbe taikomas nuoseklus ekstrapoliacijos principas, kuriuo siekiama pristatyti tikėtiną šeiminės migracijos vaizdą. Tai yra indikaciniai, o ne tikslūs įvertinimai, tačiau net ir pagrįsti prielaidų pakeitimai, ypač susiję su šeimų su nepilnamečiais vaikais struktūra, nekeičia bendro vaizdo: Baltarusijos piliečių migracija į Lietuvą turi ryškią šeiminę dimensiją. Mūsų vertinimai rodo, kad 2024 m. pabaigoje Lietuvoje gyveno apie 10 tūkst. Baltarusijos piliečių: nepilnamečiai vaikai, jų tėvai, jauni suaugusieji ir vyresnio amžiaus priklausomi šeimos nariai. Platesni (ir mažiau patikimi) vertinimai atskleidžia, kad maždaug du trečdaliai baltarusių imigrantų yra susiję su šeiminėmis struktūromis – arba gyvena
Lietuvoje su šeimomis, arba palaiko glaudžius transnacionalinius ryšius. Tik apie trečdalį galima laikyti individualiais migrantais įprasta prasme. Tyrimo autoriai siūlo keletą migracijos politikai aktualių gairių. Pirma, integracijos politika turėtų atspindėti šeiminį migracijos pobūdį. Teisinės šeimos narių statuso suteikimo procedūros turėtų būti pritaikytos prie realių šeimų įsikūrimo situacijų. Integracijos priemonėmis prioritetas turėtų būti teikiamas vaikams šviesti, kalbai mokytis ir ilgalaikei
socialinei įtraukčiai – tai kertiniai migrantų šeimų stabilumo ir ateities veiksniai. Antra, mokyklos yra esminės institucijos, formuojančios integracijos trajektorijas. Švietimo aplinka lemia: ar šeimos pasirenka likti Lietuvoje, kaip greitai jos integruojasi ir kaip vaikai kuria socialinius bei kalbinius ryšius su priimančiąja visuomene. Trečia, transnacionalinės šeimos reikalauja specifinio dėmesio. Dalis baltarusių imigrantų palaiko glaudžius šeiminius ryšius su Baltarusijoje likusiais artimaisiais, ir į tai būtina atsižvelgti plėtojant integracijos politiką. Ketvirta, duomenų trūkumas riboja įrodymais grįstą politiką. Lietuva ir Eurostatas neskelbia sistemingų duomenų apie imigrantų šeiminę padėtį, namų ūkių sudėtį arba šeimos struktūras. Geresnis duomenų rinkimas ir detalesnis jų skelbimas leistų tiksliau vertinti šeiminę migraciją ir kurti labiau tikslingas integracijos priemones.
